The first incidents reported on the day of the parliamentary elections: electoral posters, unauthorized persons and violation of the secrecy of the vote

Promo-LEX observers reported, on the morning of the parliamentary election, several incidents at polling stations in the country and in the diaspora. Among the irregularities found were electoral posters placed near the stations, the presence of unauthorized persons inside the stations, and violations of the secrecy of the vote.

Electoral advertising materials near polling stations

In three cases, electoral posters or billboards were not removed in time, although the law prohibits their presence less than 100 meters from the polling station. In Lozova (Strășeni), the posters of an electoral competitor remained for 30 minutes after being notified by observers, and in Orhei a campaign billboard had not been removed, and the police were notified. In Ulmu (Ialoveni), an electoral leaflet was observed just 20 meters from the station and subsequently removed.

Unauthorized persons in or around the stations

Ten cases of unauthorized presence were documented. Among them: a driver helping members of the BEPS in Chisinau (Botanica), people close to the presidents of the electoral bureaus in Cantemir, as well as representatives of electoral competitors without valid accreditations in Athens, Iași and Hamburg. In some cases, those targeted left the polling stations only after the intervention of observers.

Violations of the secrecy of the vote

Eight cases of non-compliance with the rules were reported. In Bălți and Cantemir, voting booths were positioned incorrectly, allowing the ballot to be viewed. In Chișinău and Bucharest, voters photographed ballots and were forced to delete the images. In Cahul, a surveillance camera captured a voting booth, and in Rezina, a competitor's representative wrote down the names of voters who had voted.

Other incidents

  • Illegal filming: In Iași, a representative of a competitor tried to install a camera in the station.
  • Election campaign: In Chisinau (Vatra), a representative wore a ribbon with electoral symbols.
  • Group vote: In Puhoi (Ialoveni), two spouses entered the voting booth simultaneously.
  • Restricted access for observers: Four cases, including in Rîșcani, Anenii Noi, Chișinău and Leipzig.
  • Ballot management: Six cases in which they were stored improperly – on tables, chairs, or even in bags, instead of safes.
  • Technical issues: In Criuleni, the SIAS Elections system had a 7-minute malfunction.
  • Voting with non-compliant documents: In Chisinau, two voters voted with digital documents or photos of their ID cards.
  • Organized transport: Two cases in Causeni, with large groups of voters brought in cars from the Transnistrian region.
  • Other irregularities: sealed ballot boxes before the opening of the precinct, duplicate voter lists and photographing voters.
