The CSS reform project, through which the structure's decisions become binding, will bring more security, claims Maia Sandu: Exactly like in Romania

The project to reform the Supreme Security Council, which offers more powers to the head of state, and the structure's decisions will become binding for state institutions, will strengthen national security. The head of state, Maia Sandu, is certain of this, claiming that the initiative is being taken up following the example of Romania and other European states.

"It is like this in Romania. Why should this topic be controversial? In other European countries, the decisions of the CSS are mandatory. The Constitution clearly states that the head of state is the guarantor of the indivisibility of the state, the president must have the tools to ensure security. Ultimately, it will be the decision of the majority of the CSS members. This is a list of people who came to office thanks to the vote of the citizens," Maia Sandu declared during a show on Pro TV.

We remind you that, according to a project initiated by PAS deputy, Lilian Carp, the Supreme Security Council is to be reformed, from a structure with consultative status into a "central coordination and decision-making body", and the failure to execute CSS decisions by the responsible institutions will be sanctioned by the Criminal Code with a fine of up to 47.500 lei or imprisonment of up to one year.

"The CSS does not have the powers that would allow it to effectively exercise the function of supporting the President of the Republic of Moldova. In particular, the existing legal framework does not provide for the mandatory implementation of decisions or priorities established within the CSS by the competent authorities and institutions, which limits the practical efficiency of this strategic coordination mechanism in the field of national security," the author's arguments state.

It is also proposed that the head of state become "Chairman of the SSC." "This formulation strengthens the role of the President of the Republic of Moldova as the leader of the security system and guarantees the unity of political and strategic vision in the leadership of the SSC," the document states.

At the same time, the responsible institutions will be obliged to provide the Supreme Security Council with information, including classified data, and if they fail to execute the decisions made by the CSS, they risk fines and prison sentences for the responsible officials.
