PAS nominates Victoria Belous for the position of mayor of Chisinau in the 2027 local elections

The Chisinau Municipal Organization of the Action and Solidarity Party (PAS) expressed on Monday, November 2, its unanimous support for the intention of the Minister of Finance, Victoria Belous, to run for the position of general mayor of Chisinau in the 2027 local elections. The announcement comes after the withdrawal of the mayor of Stăuceni, Alexandru Vornicu, from the race for the capital's mayor.
In a press release, PAS Chisinau representatives presented the professional experience of Victoria Belous, emphasizing her work in the tax administration and her two terms at the helm of the Ministry of Finance.
"Victoria Belous has built a solid career from scratch in the fiscal system, and the fact that she has gradually gone through all the stages in an institution gives her a practical and detailed understanding of budgetary challenges, the business environment and fiscal mechanisms. Her solid experience in building national budgets gives her the necessary credibility that she will know how to put the municipal budget in order and ensure the responsible spending of public money," the party's press release states.
PAS recalls that, during Victoria Belous' first term at the helm of the Ministry of Finance, the institution promoted four major budget laws, including the "Bugetul +Plus" budget rectification of April 2025, through which approximately eight billion additional lei were allocated, with the support of the European Union.
According to the party, the funds were also directed towards compensation for energy, road infrastructure, schools, canteens and public institutions. One billion lei was earmarked for local roads, another billion for regional and district roads, and 200 million lei for schools and canteens.
PAS representatives claim that, during the mandate of Victoria Belous, the blockages at the Treasury were eliminated, and the payment obligations submitted for execution began to be paid within three working days at most. The party also mentions the launch of the eVMS.md platform, through which over 2.400 investors have placed 681 million lei in government bonds.
In the statement, the party's municipal organization also presented the objectives it considers priority for the administration of the capital.
"Chisinau has the largest budget in the country and enormous development potential. The city needs a visionary administration that manages public money correctly, attracts European funds and carries out the major projects that Chisinau residents need for the coming decades. The PAS Chisinau Municipal Organization expresses its full support for Victoria Belous and for the project of a European Chisinau, administered professionally and fairly."
Victoria Belous is 42 years old and has a law degree and a master's degree in public administration. She began her career in 2007 as a tax inspector and worked in the tax system for 17 years, successively holding several positions, including Deputy Director of the State Tax Service.
In August 2024, she was appointed Minister of Finance, a position she held until October 2025. She later became a PAS deputy, and in July 2026 she was appointed Chair of the Parliamentary Committee for Economy, Budget and Finance. On July 22, 2026, she returned to the leadership of the Ministry of Finance, with the inauguration of the Government led by Vasile Tofan.
According to PAS, Belous is the author of approximately 500 articles on taxation and accounting, has lived in Chisinau since the eighth grade and is the mother of three children.
Previously, on October 26, Victoria Belous confirmed in a Radio Moldova broadcast that her name is on the list of potential PAS candidates for the position of mayor of Chisinau. The minister stated that she does not consider taking on this responsibility an impossible challenge, but specified that the official decision would be communicated by the party.
Previously, PAS had initially proposed Alexandru Vornicu, the mayor of Stăuceni, for Chisinau City Hall. However, he announced his withdrawal on October 12, citing personal and family reasons.
